Στο Εθνικό Σύστημα Υγείας μεταφέρεται ο ΕΟΠΥΥ

Ο ΕΟΠΥΥ θα μετατραπεί στον εθνικό ασφαλιστικό φορέα - Τι περιλαμβάνει το σχέδιο - Μόνο τα φαρμακεία θα παραμείνουν στον ΕΟΠΥΥ - Τι προβλέπεται για τους 5.765 γιατρούς του παλαιού ΙΚΑ - Γιατί οι νοσοκομειακοί κατηγορούν τον Άδωνι ότι τους εκδικείταιΤη μετατροπή του ΕΟΠΥΥ στον εθνικό ενιαίο ασφαλιστικό φορέα της χώρας παρουσίασε στην Επιτροπή Κοινωνικών Υποθέσεων της Βουλής ο υπουργός Υγείας Άδωνις Γεωργιάδης σύμφωνα με το πόρισμα της Επιτροπής Αξιολόγησης του Οργανισμού. Η μετατροπή θα ολοκληρωθεί μέσα στους επόμενους δύο μήνες – από την κυβέρνηση έχει δοθεί εντολή να προχωρήσουν με ταχύ ρυθμό οι διαδικασίες και να περατωθούν μέχρι το τέλος Φεβρουαρίου.

Το σχέδιο αλλαγής του ΕΟΠΥΥ περιλαμβάνει διοικητικές αλλαγές, μετακινήσεις υπαλλήλων και συνενώσεις μονάδων υγείας. Ο νέος ΕΟΠΥΥ θα αγοράζει υπηρεσίες υγείας για τους ασφαλισμένους του από τους συμβεβλημένους ιδιώτες-παρόχους, με τους οποίους είναι ήδη συμβεβλημένος σε διάφορους τομείς, π.χ. γιατρούς, διαγνωστικά κέντρα, αλλά παράλληλα θα πληρώνει τα έξοδα των ασφαλισμένων του στο δημόσιο σύστημα.

Όπως προκύπτει από τη χαρτογράφηση των μονάδων του ΕΟΠΥΥ σε όλη την επικράτεια υπάρχουν  47 νομαρχιακές μονάδες, 53 τοπικές, ένα πολυϊατρείο του τέως ΤΑΞΥ, 98 τοπικά ιατρεία, 25 αποκεντρωμένοι σχεδιασμοί, 113 υπηρεσίες που είναι ενταγμένες σε 27 ιατρεία του ΙΚΑ, 7 σταθμοί άμεσης βοήθειας, 59 σταθμοί προστασίας μάνας και παιδιού, 9 κέντρα οικογενειακού προγραμματισμού, ένα κέντρο προληπτικής Ιατρικής, 2 κέντρα παιδοψυχικής υγιεινής και ένα διαγνωστικό κέντρο. Ειδικότερα, όλες οι μονάδες Πρωτοβάθμιας Περίθαλψης θα μεταφερθούν στο Εθνικό Σύστημα Υγείας (ΕΣΥ), στις Υγειονομικές Περιφέρειες (ΥΠΕ). Ο ΕΟΠΥΥ θα διατηρήσει μόνο τα φαρμακεία μέσω των οποίων θα διατίθενται τα φάρμακα υψηλού κόστους στους ασφαλισμένους του.

Εναλλακτικές για τους γιατρούς

Σε ό,τι αφορά τους 5.765 γιατρούς που υπηρετούν στις μονάδες με διάφορες εργασιακές σχέσεις, θα μεταφερθούν επίσης στο ΕΣΥ. Όπως ανέφερε ο υπουργός Υγείας, κ. Γεωργιάδης, οι γιατροί θα έχουν δικαίωμα ένταξης στις δομές πρωτοβάθμιας του ΕΣΥ με το καθεστώς απασχόλησης του φορέα υποδοχής, δηλαδή με πλήρη και αποκλειστική απασχόληση. Αυτό προϋποθέτει ότι οι γιατροί του ΕΟΠΥΥ θα κλείσουν τα ιδιωτικά τους ιατρεία, γεγονός το οποίο θα πιστοποιείται από έλεγχο της Εφορίας.

Σύμφωνα με τον υπουργό, οι γιατροί του Οργανισμού θα έχουν και άλλη εναλλακτική: εφόσον δεν επιθυμούν να ενταχθούν στο ΕΣΥ με τους όρους που βρίσκονται και οι άλλοι συνάδελφοί τους, οι νοσοκομειακοί γιατροί, θα μπορούν να συμβάλλονται με τον Οργανισμό ως ιδιώτες. Θα τους δίδεται δηλαδή η δυνατότητα να συνάπτουν συμβάσεις δεχόμενοι τους ασφαλισμένους του ΕΟΠΥΥ στα ιδιωτικά τους ιατρεία, αλλά προφανώς δεν θα συνεχίζουν να έχουν σχέση εξαρτημένης εργασίας με τον Οργανισμό.

Κατά πληροφορίες, οι εκπρόσωποι των γιατρών του ΕΟΠΥΥ εμφανίστηκαν σύμφωνοι με την προτεινόμενη από το υπουργείο διαδικασία και ζήτησαν μόνο να υπάρχει διοικητικός περιορισμός στις μετακινήσεις τους προς το ΕΣΥ με βάση τα όρια των δήμων όπου σήμερα απασχολούνται.

Αντιδράσεις από την ΟΕΝΓΕ

Την αξιολόγηση των γιατρών που θα επιλέξουν να μετακινηθούν στο ΕΣΥ ζήτησε ο πρόεδρος της Ομοσπονδίας Νοσοκομειακών Γιατρών Ελλάδας (ΟΕΝΓΕ) κ. Δημήτρης Βαρνάβας.

Μάλιστα, ο κ. Βαρνάβας έκανε λόγο για εκδικητική στάση του υπουργείου έναντι των γιατρών και κάλεσε τον υπουργό Υγείας να μην διαλύσει τον ΕΟΠΥΥ, προκαλώντας και την έντονη αντίδρασή του. Ο υπουργός Υγείας τον αποκάλεσε «ψεύτη», λέγοντας του ότι ακυρώνει τον εαυτό του για τη μεταφορά του συνόλου των υπηρεσιών Υγείας στο ΕΣΥ.

The snowy weather that has affected much of the country over the past week has produced a remarkable traffic video. A massive pileup in Wisconsin involved between two dozen and 50 vehicles, according to various sources, and can now be seen via a Wisconsin Department of Transportation video.
Five-minute pileup
The multicar pileup happened Sunday around 11 a.m. near Germantown, Wisconsin, along highway 41/45. It was caught on video by a Wisconsin Department of Transportation traffic camera. By the time of the accident, enough snow, ice, and slush had accumulated to blanket the highway. Visibility was also low, with snow coming down.
The video starts with a few cars speeding through snowy conditions and rear-ending cars in front of them. Eventually, the highway turns into almost a parking lot of collisions.
Besides the excessive speeds for the wintry road conditions, the video also shows motorists getting out of their vehicles and standing on the highway as more cars continue to smash into vehicles sitting on the road. More cars approach the scene with nothing warning them of what's ahead, leaving drivers without enough time to stop before plowing into standing vehicles, ditches, and fences.

Germantown police officer Tim Miller, who witnessed the pileup, told WISN Milwaukee, "If people watch NASCAR, and they watch the Daytona 500 or Talledega, where they wait for what's called the Big Crash, where all the cars crash because they're all so close together, that's what this was like -- only there was nobody there to stop it with a yellow flag and slow all the other cars down."

In a post on Facebook, the Wisconsin Department of Transportation warned, "You see people getting out of their cars -- with the desire to make sure others were OK -- but this is extremely dangerous. The video shows many people nearly hit by vehicles."
The accident took several hours to clear and coincided with another pileup involving almost 40 cars on the same highway near Menomonee Falls, Wisconsin, reports WISN, which resulted in one death. Between the two situations, 911 operators were overloaded with calls.
The pileup caught on video caused 12 injuries and no deaths, reports WLUK-TV Fox 11.

At the time the prospects of an agreement over Iran’s contested nuclear activities seemed dim and inflation hovered near 40 percent.
“We need to strike the right balance between idealism and realism. There are those who want to close the gateways to this country. We know that is impossible,” Rouhani said, apparently referring to domestic and foreign opponents of the interim nuclear deal struck between Iran and global powers in Geneva, Switzerland last month.

Rouhani made the address at Shadid Beheshti University in Tehran, before a group of a 1,000 or more students. Various groups of attending students shouted slogans, demonstrating deep political divisions among Iran’s educated youth.

Some of the students reportedly called for the release of political prisoners, including Mir Hossein Mousavi and Mehdi Karoubi, who led the 2009 post election opposition movement.
Hardline supporters of the regime, known as Basij, were also present and chanted “Death to America” along with other revolutionary mantras.

Dec. 7 is the annual observance of Students’ Day in Tehran, which commemorates the killing of three students at Tehran University in 1953 who were protesting an official visit by then U.S. Vice President, Richard Nixon.
The date is another reminder for Iranians of the long and complicated relationship between their country and the U.S., and is often marked by students protesting against what they consider American intervention in Iran’s domestic affairs.

“Today represents a historic day in Iran’s history, when pioneers and students stood against colonialism, despotism and foreign interference,” Rouhani said. “Indeed, in this land, students have always been pioneers in pursuing freedom and offering constructive criticism.”

Fueled by optimism after the eight-year presidency of Mahmoud Ahmadinejad, which many here think was marred by economic mismanagement and overuse of the country’s security forces, Rouhani has managed to maintain a fragile peace between opposing political factions, something Ahmadinejad was never able to achieve.

“This government is committed to all its promises, but we need internal consensus. We need to be more tolerant, rational and avoid being too emotional,” Rouhani said.
