The Hellenic Navy (HN) (Greek: Πολεμικό Ναυτικό, Polemikó Naftikó, abbreviated ΠΝ) is the naval force of Greece, part of the Greek Armed Forces. The modern Greek navy has its roots in the naval forces of various Aegean Islands, which fought in the Greek War of Independence. During the periods of monarchy (1833–1924 and 1936–1973) it was known as the Royal Navy (Βασιλικόν Ναυτικόν, Vasilikón Naftikón, abbreviated ΒΝ).The total displacement of all the navy's vessels is approximately 150,000 tons.The motto of the Hellenic Navy is "Μέγα το της Θαλάσσης Κράτος" from Thucydides' account of Pericles' oration on the eve of the Peloponnesian War. This has been roughly translated as "Great is the country that controls the sea". The Hellenic Navy's emblem consists of an anchor in front of a crossed Christian cross and trident, with the cross symbolizing Greek Orthodoxy, and the trident symbolizing Poseidon, the god of the sea in Greek mythology. Pericles' words are written across the top of the emblem. The Smetlivy anti-submarine ship of Russia's Black Sea Fleet will leave its home port of Sevastopol later on Sunday and head to the Mediterranean Sea to prepare for the Ioniex 2011 Russian-Italian naval exercise, a Russian Defense Ministry spokesman said.

The drill will take place in early November, he said.
The Ioniex exercise is held every two years as part of the cooperation program between the Russian and Italian navies.

The Smetlivy, a Kashin class guided missile destroyer, was built in the 1960s and modernized in the mid-1990s. The ship is equipped with (SS-N-25 Switchblade, Harpoonski) short-range surface-to-surface cruise missiles and MNK-300 sonar.

Russia’s rescue ship Epron will also be involved in the drill, the spokesman added.
In 2010, the Ladny frigate and Shakhtyor rescue tug of the Black Sea Fleet participated in the Ioniex exercise.

The Russian Navy successfully test-fired an experimental Bulava (SS-N-X-30) intercontinental ballistic missile on Friday from its Yury Dolgoruky submarine in the White Sea, the Defense Ministry said.
“Today as part of the state trials program, a successful routine test took place of a Bulava ICBM from the Yury Dolgoruky submarine,” the Navy said.
-
The missile, the third Bulava launched this year and seventeenth overall, hit a target on the Kura test range in Kamchatka in the Russian Far East.
“The missile’s flight took place as planned. The missile’s payload hit the range on time," the Defense Ministry said.

Bulava has had a troubled test and development, and only nine of the test firings so far have been declared fully successful.

Russia carried out on Thursday a successful test of a new sea-based intercontinental ballistic missile, the Defense Ministry said.

The Liner missile was launched from the Tula (Delta IV class) strategic submarine in the Barents Sea targeting the Kura test grounds on the Kamchatka peninsula.

"The missile's warheads hit the designated area on schedule," spokesman Col. Igor Konashenkov said.

The Liner is an advanced version of the solid-propellant Sineva submarine-launched ballistic missile (SLBM) which is currently in service with the Russian Navy. It has a longer range and enhanced missile defense penetration capability.

According to the developer of the missile, the State Missile Center, the Liner can carry up to four medium-yield warheads or up to 12 small-yield warheads, or their mixture.

In comparison, Russia's much-coveted Bulava SLBM can carry only six small-yield warheads.

The Second World War ended with the surrender of Japan in August nineteen forty-five. Americans looked to their new president, Harry Truman, to lead them into a new time of peace.
Truman was vice president until President Franklin Roosevelt died suddenly in the closing months of the war.

Almost no one expected President Truman to be as strong a leader as Roosevelt had been. And, at first, they were right. Truman had one problem after another during his first months in the White House.
Truman's first big problem was the economy. Almost two million Americans lost their jobs as factories ended wartime production. Americans everywhere worried about what would happen next. Only a few years before, the nation had suffered through the worst economic crisis in its history. No one wanted to return to the closed banks, hungry children and other sad memories of the Great Depression.
In some ways, the economy did better after the war than many experts had predicted. Many Americans still had money that they saved during the war. And Congress passed a law designed to help people keep their jobs. The situation could have been much worse than it was.
However, the economy could also have been better. Much better. Almost overnight, the price of almost everything began to rise.
-
President Truman tried to stop the increases through a special price control agency that had been created during the war. However, thousands of business people refused to follow the government price control rules. Instead, they set their own prices for goods.
Store owners would tell government officials that they were obeying the price controls. But often they charged whatever they wanted for the goods they sold.
-
Businesses were not the only ones who were refusing to obey government price controls. Organized labor did the same thing.
President Truman had always been a friend of labor unions. But during the first months of his administration, he became involved in a fierce struggle with coal miners and railroad workers.
-
The first sign of trouble came in September nineteen forty-five. A group of auto workers closed down factories at the Ford Motor Company. Then, workers at General Motors went on strike. Soon there were strikes everywhere --  the oil industry, the clothing industry, the electrical industry and more.
-
The strikes made Truman angry. He believed the striking workers were threatening the economy and security of the United States. He became even angrier when union representatives came to the White House and refused to accept a compromise wage offer.
-
Truman ordered the Army to take over the railroads and the coal mines. Within a short time, the striking coal miners returned to work. However, the president had less success with the railroad workers. He became so angry with the unions representing them that he asked Congress to give him the power to draft all striking railroad workers into the armed forces.
The rail strike finally ended. But millions of Americans lost faith in Truman's ability to lead the country and to bring people together.
By late nineteen forty-six, most Americans believed that the man in the White House did not know what he was doing. Truman seemed weak and unable to control events.
Union members disliked him because of his strong opposition to the coal and rail strikes. Farmers opposed Truman because of the administration's effort to keep meat prices low. Conservatives did not trust the reforms that Truman promised in his speeches. And liberal Democrats watched with concern as many of Franklin Roosevelt's old advisers left the government because they could not work with Truman.

In November of nineteen forty-six, the people voted in congressional and state elections. The results showed they were not satisfied with Truman and his Democratic Party. Republicans won control of both houses of Congress for the first time in eighteen years. And Republicans were elected governor in twenty-five states.
The election was a serious defeat for the Democrats -- but a disaster for Truman. Some members of his party even called on him to resign. Few people gave Truman much chance of winning the next presidential election in nineteen forty-eight.
However, Harry Truman began to change in the months that followed the nineteen forty-six congressional elections. He became a stronger speaker. He showed more understanding of the powers of the presidency. And in matters of foreign policy, he began to act more presidential. This was especially so in Truman's reaction to Soviet aggression in Germany.

Truman wanted to rebuild Germany, as well as the other war-torn countries of Western Europe. As we heard last week, his administration worked closely with western European leaders to rescue their broken economies through the Marshall Plan.
-
But the Soviets did not want to see Germany rebuild, at least not so quickly. At first, they flooded Germany with extra German currency in an effort to destroy its value. They walked out of economic conferences. And, finally, in early nineteen forty-eight, they blocked all the roads to West Berlin. West Berlin was in communist East Germany, but not under communist control as was East Berlin.

After the war, the Allies had divided Germany in half. West Germany had a democratic government. East Germany was communist, under Soviet control.
The Soviet actions in Berlin were a direct threat to the west. Truman had three difficult choices. If he did nothing, the world would think the United States was weak and unable to stop Soviet aggression. If he fought the blockade with force, he might start a third world war.

But there was another choice.
The Allies proposed the idea of flying tons of food, fuel and other supplies into West Berlin. Not just once, but every day, as long as the Russians continued their blockade.

It would be a difficult job. West Berlin was home to two and a half million people. No one had ever before tried to supply so large a city by air. Planes would have to take off every three and a half minutes, day and night, to supply the people with enough food, medicine, clothing, and badly needed coal.

The operation involved American C-47 and larger C-54 transport planes, along with British Lancaster, York, and Hastings aircraft.
On June twenty-sixth, the first C-47s landed at Tempelhof Airport – the beginning of the great operation that was to come.  Plans called for the operation to last just a few weeks.

The planes landed in the blockaded city and local volunteers provided support on the ground. Former mechanics of the Luftwaffe, the German air force, joined Americans in servicing the aircraft. More than twenty thousand Berliners worked day and night to build an additional landing field for the American and British planes. It became Tegel, now Berlin’s major airport. As part of the supply effort, the British Royal Air Force even landed Sunderland Flying Boats on a Berlin lake.

Brigadier General Joseph Smith was appointed task force commander of the American part of the airlift. General Smith called the mission “Operation Vittles,” using an American slang term for food.
“Operation Vittles” also led to “Operation Little Vittles” for the dropping of chocolates and other treats to children. The pilots who did this became known as “Candy Bombers.” Appreciative German children called them “Die Schokoladen Flieger” – the chocolate pilots.

GAIL HALVORSEN: “They wanted to know which airplane I was in. I said, ‘you can tell my airplane – I’ll wiggle the wings and you’ll know it’s me – Watch just that airplane.’ They said ‘That’s good.  Wunderbar [wonderful].’
“I came back the next day and I put little parachutes for the Kaugummi [chewing gum] and the Schokoladen [chocolates], so they could see it and so it wouldn’t hit them hard in the head, slow it down. And so I wiggled the wings and they waved their hands, and I pushed it out of the airplane. And that’s how it started.”

It was the idea of Gail Halvorsen, a pilot in the United States Air Force. Lieutenant Halvorsen became known as “Mister Wiggly Wings.” From his plane, he would drop chewing gum and chocolates attached to tiny parachutes made from handkerchiefs.
Soon, many of the Airlift pilots were dropping candy from their planes, including into Soviet-controlled areas that they flew over. Americans back home supplied the handkerchiefs and the US chocolate industry supplied the treats.

Years later, in Berlin, Gail Halvorsen told German interviewer Ralf Gruender how he got the idea.
GAIL HALVORSEN: “I dropped chocolate because of gratitude. I met thirty children at the fence at Tempelhof, and not one put out their hand and said give me more than flour, give me more than coal, give me chocolate. They had no chocolate.  They had no gum. But they would not be a beggar. They were so grateful for flour and I said wow, they were thankful. And when people are thankful, good things happen.”

It soon became clear to the Soviets that the Berlin Airlift would succeed. In May of nineteen forty-nine, almost one year after they had started their blockade, they ended it.
The crisis in Berlin changed the way many Americans saw their president. Harry Truman no longer seemed so weak or unsure of himself. Instead, he was acting as a leader who could take an active part in world affairs.
Truman's popularity increased. However, most Americans did not expect him to win the election in nineteen forty-eight. Almost everyone believed that the Republican candidate, New York Governor Thomas Dewey, would capture the office.

The election campaign that year turned out to be one of the most exciting and surprising in the history of the nation. That will be our story next week.

Russian fifth-generation fighter to make first public flight at Moscow air show


MOSCOW, July 27 (RIA Novosti)
Russia's Sukhoi T-50 fifth-generation fighter, also known as PAK-FA, will perform its first public flight at the MAKS-2011 air show near Moscow in August, Nikolai Zanegin, Deputy General Director of Russia's Aviasalon company, said on Wednesday.

“Numerous visitors will see the fifth-generation fighter in the sky for the first time ever at the air show,” Zanegin said in an interview with Russian magazine National Defense.

The Sukhoi T-50 fighter is being developed by the Sukhoi design bureau and built at a plant in Komsomolsk-on-Amur, in Russia's Far East.
The first prototype conducted its maiden flight in January 2010 and has so far carried out over 40 test flights. Two more prototypes are at various stages of testing. The Russian Air Force has said it had plans to acquire over 60 T-50 fighters after 2015.

Although the T-50’s specifications remain classified, reports indicate that the design incorporates the latest fighter jet developments, including advanced stealth capability, supersonic cruising speed, and integrated control and avionics systems.

Military experts say that the T-50 will compete with the Lockheed Martin F-22, the Lockheed Martin F-35 Lightning II and the Eurofighter Typhoon from the European Aeronautic Defense and Space Company (EADS).

The MAKS-2011 air show will be held at Zhukovsky outside Moscow on August 16-21. In all, 627 companies, including 473 Russian and 154 foreign, have registered to take part in the air show as of June 1.

The aircraft carrier Admiral Gorshkov that India bought in 2004 is shaping up well to begin its sea trials in a couple of months, Indian Navy chief Admiral Nirmal Verma has concluded after a six-day visit to Russia, where the warship is undergoing a refit.

   
Verma, who visited the aircraft carrier for which India has agreed to pay $2.34 billion, returned to India Monday, a navy press release issued Wednesday said.

He had gone to the Sevmash shipyard and taken a tour of Gorshkov, a 45,000 tonne warship of the Kiev class that has already been rechristened INS Vikramaditya by Indian Navy.

Apart from the shipyard, the navy chief also visited Vladivostok, Moscow, St. Petersburg and Kaliningrad.

"Admiral Verma took an extensive tour of Vikramaditya on his visit to the Sevmash Shipyard, where he observed that significant progress had been made and the ship was shaping up well for the preliminary sea trials," the release said.

During his visit to Kaliningrad, he reviewed the progress of the Talwar class follow-on frigates, under construction at the Yantar shipyard. He was reassured that the first ship INS Teg would commence trials shortly and be delivered in six to eight months, it said.

The admiral made a first hand assessment of all projects and held vital discussions with officials at the highest leadership levels of the Russian armed forces and defence industry.

"Reviewing ongoing projects, he observed that they were progressing satisfactorily and had reached critical stages of maturity. He also expressed satisfaction with the quality of construction and repairs," the release added.

In his discussions with the Russian Navy commander-in-chief on operational exchanges between the two navies, they agreed that the Indra naval war exercises series formed an important aspect of their bilateral relationship, and would need to be continued and extended in scope and participation.

They also discussed possible avenues of co-operation including anti-piracy operations, the release said.

Gen Petraeus, who is returning to the US to run the CIA, oversaw last year's surge of US troops to Afghanistan.

The transition comes hours after a close aide to Afghan President Hamid Karzai died in an attack in Kabul.

Earlier on Sunday, Nato handed control of Bamiyan province to local forces.
It is the first of seven areas to be passed to Afghan security forces under a plan announced by President Karzai in March.

The U.S. marked the 235th anniversary of the signing of the Declaration of Independence with parades, fireworks, barbecues -- plus presidential campaigning, a White House birthday and competitive eating.
Thousands were showing up near the Washington Monument to eagerly await the annual fireworks show on the National Mall, while others were throwing on Hawaiian shirts and shorts to ski the still-snowy slopes at resorts from California to Colorado.

In Boston, the annual Boston Pops concert was a must. In Akron, Ohio, the Rib, White & Blue Food Festival was enticing. And then, there were Nevada's casinos, which promised a pyrotechnics extravaganza that could be a gambler's best bet.

On New York's Coney Island, the annual Nathan's Famous July Fourth hot dog-eating contest brought out the biggest names in competitive eating for a clash that was short in timespan but high in calories.
Joey "Jaws" Chestnut, of San Jose, Calif., wolfed down 62 hot dogs and buns during the 10-minute contest, winning his fifth straight title. Sonya "The Black Widow" Thomas chowed her way to victory in the first-ever women-only contest, eating 40 hot dogs, one shy of her 2009 total.
For 28-year-old New Yorker Matthew Penberg, the holiday is a day off from his job as a bus boy.
"I get to take a break and go to the beach," he said. "And today is the day people, Americans, demanded their rights. I don't think we're there yet. I think we should have a right to a job, but a lot of people have to look for it."

At the mountaintop home to Thomas Jefferson in Charlottesville, Va., officials continued a nearly five-decade-old tradition of swearing in new U.S. citizens. Seventy-seven people took their oaths during a naturalization ceremony at Monticello.
The holiday is celebrated as the nation's birthday, but it also was Malia Obama's 13th birthday. The president's eldest daughter had to share her parents with hundreds of others as Barack Obama and first lady Michelle Obama invited troops and their families to attend a special barbecue and USO concert on the South Lawn.

Some of the Republicans hoping to replace Obama in the White House spent part of the day campaigning in states where presidential politics are as much a part of the holiday as fireworks and barbecues

U.S. Rep. Michelle Bachmann, of Minnesota, marched in a parade in Clear Lake, Iowa. In New Hampshire, former Massachusetts Gov. Mitt Romney and former Utah Gov. Jon Huntsman both marched in the Amherst parade. Businessman and GOP hopeful Herman Cain skipped the parades but threw out the first pitch at a minor league baseball game in Manchester, N.H.
"Aside from the politicking and the handshaking and the enthusiasm that our campaign is determined to generate in this state, we're going to reflect on what it means to be an American," Huntsman told reporters. "To share inalienable rights, to share our Constitutional privileges."
In New York, where fireworks are banned on city streets, residents were waiting for a massive display over the Hudson River set to music.

Resident Karina Suriano, 23, wore patriotic colors and bright red feather earrings as she sold beach supplies in Brooklyn. For her, the holiday is a cash cow.
"It means money to me," she said with a grin.
She sold a water gun to the mother of 8-year-old Dejairah Mooreland. What does the holiday signify to her?
"Indepencendy!" the little girl exclaimed, not quite getting the holiday's name right. "Freedom! America!"

It is the most visible symbol of China's rising military power.
The giant, grey hulk of China's newest warship, 60,000 tonnes of steel, sits at a dockside in the port of Dalian, almost ready to set sail.

The huge carrier has been years in the making, and it is an unmistakeable sign of China's expanding military and its desire to project Chinese power further beyond its borders than ever before.
"An aircraft carrier is a symbol of the power of your navy," says General Xu Guangyu, who used to serve in the PLA's headquarters and is now retired.
"China should at least be on the same level as other permanent members of the UN Security Council who have carriers."

Israel monitoring Suez-bound Iran ships, but sees no real threat

IDF source says that as long as the ships, as expected, stay outside Israel's territorial waters and make no aggressive moves, there will be no confrontation.

The Israel Navy is monitoring the two Iranian naval ships that are expected to transit the Suez Canal and enter the Mediterranean Sea late Monday afternoon, but no special preparations are being made amid intelligence assessments that the ships pose no threat to Israel.
After the Alvand and its supply ship, the Kharq, left the Persian Gulf port of Bandar Abbas more than three weeks ago, the frigate, its crew augmented by naval cadets, conducted maneuvers in the Gulf of Aden and in the Red Sea.

According to the information available to Israel's defense establishment, the ships are due to enter the Suez Canal Monday, after Iran requested and received approval from Egypt's canal authority. Canal authorities can deny passage only if they decide ships pose a safety risk. The ships are headed for the Syrian port of Latakia.
Despite the media and diplomatic fuss surrounding what will be the first voyage by an Iranian warship to the Mediterranean in more than three decades, the Israel Navy and the Israel Defense Forces are not taking any special measures. An IDF source yesterday said that as long as the ships, as expected, stay outside Israel's territorial waters and make no aggressive moves, there will be no confrontation.

The ships are not thought to be carrying arms shipments for Syria or Hezbollah, as was another Latakia-bound cargo ship stopped by the Israel Navy in November 2009, which turned out to be carrying hundreds of tons of weapons destined for Hezbollah warehouses. 
.
Notwithstanding the reassuring remarks by security officials, Prime Minister Benjamin Netanyahu said at yesterday's weekly cabinet meeting that in sending the warships through the Suez Canal into the Mediterranean, Iran was trying to exploit the recent instability in Egypt. He did not suggest there would be an Israeli response.
"I think we see today what kind of unstable area we live in, an area where Iran is trying to exploit the situation that's been created to try to expand its influence by sending two warships through the Suez Canal," Netanyahu said.
"Israel views this Iranian move with gravity, and this move, along with other moves and developments, reinforces what I've been saying in recent years - that Israel's defense needs will increase and the defense budget will grow accordingly," Netanyahu said.
In a weekend press release, Defense Minister Ehud Barak said that Israel is monitoring the ships' movements and has briefed friendly nations on the matter.

Although the British-built Alvand is the Iranian navy's flagship and is armed with Chinese-made missiles, Israeli military officials were confident yesterday that in the event of a confrontation the Israel Navy could sink it without advance preparation. "If the navy were to make a positive identification, it could be sunk almost immediately," one senior official said last night. "We're not even dealing with it, because [the Iranians] are only creating a provocation. From the military and marine perspective, the moment the ships enter the Mediterranean, they're entering a trap."

According to Ephraim Kam of Israel's Institute for National Security Studies: "Iran wants to say to the world, to the United States, Israel and other countries in the Mideast that it has reach not only in areas close to it but also farther away, including in the Mediterranean." 
.
He said Iran is also signaling to Israel that it is prepared to protect its allies Hamas in Gaza and Hezbollah in Lebanon on Israel's northern and southern flanks.
Israeli warships have traversed the Suez Canal in the past, and in at least one case, an Israeli Dolphin-class submarine also passed through what appeared to be a message to Iran. Some foreign media reports say that Dolphins can fire nuclear-tipped cruise missiles.

Hatoyama was irresponsible to use presence of U.S. Marines in Okinawa as political maneuver

Former Prime Minister Yukio Hatoyama's remarks to the effect that he cited the deterrent role of U.S. Marines in Japan merely as a political maneuver to justify his administration's decision to scrap its pledge to relocate the force's Air Station Futenma out of Okinawa Prefecture is extremely irresponsible and outrageous.

During the campaign for the 2009 general election, the Democratic Party of Japan (DPJ) pledged to relocate Futenma base out of the prefecture.
.
In May last year, however, then Prime Minister Hatoyama changed his policy and signed an agreement with the United States to shift the base to the Henoko district of Nago, Okinawa Prefecture, as agreed to under the previous administration comprised of the Liberal Democratic Party (LDP) and New Komeito.
At the time, Hatoyama said his studies concluded that the presence of Marines in Okinawa Prefecture is indispensable as a deterrent against war.

In a recent joint interview with the Ryukyu Shimpo and other local newspapers in Okinawa, however, Hatoyama denied that he recognizes that the presence of Marines in the southernmost prefecture is necessary as a deterrent.
.
"Tokunoshima Island (in Kagoshima Prefecture) refused to host a substitute facility, and we had no choice but to move it to Henoko, but we needed to offer a rationale to justify that," he said in the interview. "I don't think the presence of the Marine Corps in Okinawa will serve as a deterrent against war. My earlier comments were expedient, so to speak."
In short, Hatoyama admitted that he rationalized the relocation within the prefecture by citing the Marines' deterrent against war because his administration failed to persuade Washington to accept the relocation of the base out of Okinawa and he was unable to convince Okinawa residents or the entire nation of the decision to relocate the U.S. base within the prefecture.

Okinawa Gov. Hirokazu Nakaima expressed displeasure at the former prime minister's remarks while Nago Mayor Susumu Inamine asserted that the national government lost the basis for its decision to relocate Futenma base within the prefecture. It is natural that the local community is angry at Hatoyama's remarks.
Hatoyama had pledged not to seek re-election as a House of Representatives member after resigning as prime minister. However, after his resignation last year, he retracted his pledge and has also failed to live up to his promise to submit documents regarding his mother's provision of funds to him to the Diet.

The public has lost faith in anything Hatoyama says. Moreover, Hatoyama has joined hands with DPJ heavyweight Ichiro Ozawa in criticizing the administration of Prime Minister Naoto Kan.
Kan, who was deputy prime minister in the Hatoyama Cabinet, has taken over the policy of relocating Futenma base to Henoko and Tokyo's agreement with Washington on the issue. The Kan administration is moving ahead with the relocation on the grounds that the presence of the Marine Corps in Okinawa is indispensable as a deterrent. The fact that Hatoyama, who was responsible for the decision, reversed this reasoning certainly has a huge impact on the Kan administration's policy.
Hatoyama should explain why he changed his policy on relocating Futenma base as well as his recent remarks to convince the public. The Diet has an option to summon him to testify over the issue.

At the same time, Kan is required to explain the need to keep U.S. Marine Corps stationed in Okinawa and their role as a deterrent.
Hatoyama's recent remarks have made it far more difficult for the central government to regain the confidence of Okinawa residents.

A Mistral-class ship is capable of carrying 16 helicopters, four landing vessels, 70 armored vehicles, and 450 personnel.

MOSCOW, Russia's United Shipbuilding Corporation (USC) has been taken out of the contractual talks with France on the purchase of Mistral class amphibious assault ships, a Russian business daily said Tuesday.
The Kommersant newspaper cited anonymous defense industry sources as saying state-run arms exporter Rosoboronexport will represent Russia in direct talks with France's DCNS from now on.

Kommersant speculates that the removal of the USC from the talks could be the result of the company's aspirations to acquire a status of an "independent dealer" on the lucrative arms exports market.
Rosoboronexport, backed by the Russian Defense Ministry, has almost monopolized Russia's arms exports and apparently does not want new players to bite into its share in enormous profits from growing arms sales, which totaled $10 billion in 2010.

Russia's input to the construction of the first Mistral-class warship will be 20% and 40% in the second.
The third and fourth ships are to be built in Russia, whose share of labor input will subsequently rise to 80%.

The talks on the actual contract to build Mistral ships are still underway. The Russian Defense Ministry earlier said the contract could be signed in April-march this year.
Under the Russian-French agreement the first Mistral-class ship, with a price tag of 720 million euros, is expected to be built in late 2013-early 2014 and the second in late 2014-early 2015.
A Mistral-class ship is capable of carrying 16 helicopters, four landing vessels, 70 armored vehicles, and 450 personnel.

A number of Russia's neighbors have expressed concern over the upcoming deal, in particular Georgia and Lithuania.
However, the first two Mistral class ships will most likely join Russia's Pacific Fleet with an obvious task to protect the disputed Kuril Islands.

Russia urges US to withdraw nuclear weapons from Europe

Russia on Monday urged the United States to withdraw its tactical nuclear weapons from Europe, as NATO's top official said he was optimistic talks on the issue could be held, dpa reported.
Such a move by the US would build confidence, Russian Deputy Foreign Minister Sergei Ryabkov said in Moscow, Interfax news agency reported.
The call came two days after the New Strategic Arms Reduction Treaty, or New START, came into force between Russia and the US.

Earlier, Russia's State Duma parliament had asked the US to redeploy its nuclear weapons back home and dismantle the infrastructure for them on foreign soil.
The number of US battlefield nuclear weapons in Europe is a closely-guarded secret, but unofficial reports and leaks suggest that there are some 200 warheads stored in depots in Belgium, Germany, Italy, the Netherlands, Norway and Turkey.

Over the past 18 months, NATO officials have repeatedly said that they would like to see New START followed by an agreement on reducing the tactical nuclear stockpiles in Europe. According to NATO, Russia currently has some 5,000 such warheads on its European territory.
In a separate briefing on Monday in Brussels, NATO Secretary General Anders Fogh Rasmussen said new START made him "optimistic" that it would be possible to launch negotiations on the issue.

Meanwhile, speaking in Moscow, Deputy Defence Minister Anatoly Antonov repeated his call for NATO to build a common missile defence programme with Russia in Europe.
NATO leaders in November agreed to set up a NATO anti-missile system in Europe, and invited Russia to start talks on how each side could share information from its planned system with the other. Russia accepted, but has since fiercely criticized the NATO plan.

"At the moment, there are no weapons in the region that are a threat to NATO," Antonov was quoted as saying. "In this context, any defence system built solely by NATO would be directed at Russia."
In such a case Russia would react militarily, he said, hinting at the deployment of short-range missiles.
A number of top Russian politicians have said that NATO should scrap its plan and, instead, set up a joint NATO-Russia missile shield which would only be able to fire if both sides agreed to it.
Rasmussen dismissed that proposal on Monday.

"NATO is responsible for the protection and defence of NATO allies ... This responsibility can't be outsourced. Honestly speaking, would you expect the Russian people to accept that defence of Russian territory should be taken care of by NATO?" he asked.
However, he said that he was "quite optimistic" that a deal could be reached, despite "slightly different ideas" on the concept.

Antonov also said that Russia wanted "further nuclear disarmament," and that Moscow was prepared to talk with other nuclear powers in addition to the US.
NATO nations are set to review their nuclear and conventional forces at a summit in early 2012, with a number of nations, including Germany, pushing for the alliance to reduce its nuclear capability.
